BMWE simplifies EXIST start-up funding

Less bureaucracy, more speed: The Federal Ministry for Economic Affairs and Energy (BMWE) is making the EXIST start-up funding simpler, more digital and more transparent.

Many new businesses in Bavaria originate from university teams. The EXIST funding program is specifically designed for this and therefore plays a crucial role for many Munich startups. However, most founders are aware of, and apprehensive about, the effort involved in obtaining government funding: research, forms, and documentation. The list is long, and the time commitment is significant.

The Federal Ministry for Economic Affairs and Energy aims to significantly simplify the application process for EXIST funding. With a comprehensive reform of the program and the introduction of a new IP deal database, the ministry is responding to the needs of the startup scene. The goal is to accelerate application procedures, digitize processes, and reduce administrative burden.

Gitta Connemann, Parliamentary State Secretary and Commissioner for Small and Medium-Sized Enterprises, explains:

"Founders don't need complicated forms and application procedures, but clear processes and quick decisions. With streamlined procedures at EXIST, we want to set standards for a modern, digital funding policy. Our goal is to create an environment in which innovative teams can bring their business ideas to market even faster."

Digital processes and transparent structures

The most important changes to the EXIST program primarily concern the digitalization and simplification of the application processes: Applications can now be submitted entirely digitally. Approvals and notifications will also be transmitted electronically to expedite processes.

Furthermore, the number of application documents for the EXIST start-up grant has been halved, the length of the concept paper reduced, and the project implementation simplified. Universities and start-up teams will face less documentation work in the future, as milestones and requirements have been streamlined.

Also new is the option to apply for and settle material costs as a lump sum. Applicants no longer need to submit individual receipts. A redesigned website also provides greater clarity and easier communication of the funding requirements.

IP deal database for greater efficiency in research spin-offs

The Technical University of Berlin also developed an IP deal database on behalf of the German Federal Ministry for Economic Affairs and Energy (BMWi). This database creates transparency in the evaluation and transfer of intellectual property rights from academia. Many startup teams need access to patents or know-how held by universities. The new database accelerates and streamlines this process.

Thanks to the platform, founders can also better assess the value of intellectual property at an early stage, thus improving negotiations with investors and securing follow-up financing for research start-ups.

The EXIST program has been supporting knowledge-based startups from universities and research institutions for years. It aims to facilitate the transfer of scientific findings into marketable products and to support researchers in pursuing entrepreneurial careers.
