Following a successful pre-seed round in May last year, Govradar has now secured fresh capital again. The seed financing of one million euros also comes with well-known names: The investor circle includes, among others, former federal minister Karl-Theodor zu Guttenberg, Finanzcheck founders Andreas Kupke and Moritz Thiele, and managers Wolfgang Reitzle, chairman of the supervisory board at Continental AG, and Burkhard Schwenker, deputy chairman at Atlantikbrücke. With the investment, the Munich startup aims to further expand its platform in terms of content.

Govradar offers a procurement platform for the public sector that is designed to simplify and accelerate the creation of tender documents and the solicitation of offers for public contracting authorities. The AI-powered software-as-a-service solution enables the creation of tender documents without requiring employees from government agencies or municipalities to manually create them through complex processes. The Munich startup’s solution also aims to ensure that performance descriptions are legally compliant, clear, and unambiguous, so that potential suppliers can submit tailored offers.

With capital from the seed round, co-founders Sascha Soyk and Daniel Faber want to expand their platform in terms of content to acquire additional clients with new product categories and further ease access to the public sector for vendors. The platform is intended to evolve from a SaaS model into a broadly positioned player in the European public sector that also networks vendors and buyers and enables straightforward bid submission. In particular, smaller vendors without large in-house public sector sales teams and long-standing expertise should be able to submit competitive bids in public tenders. The solution addresses all public entities bound by public procurement law and spending public funds, as well as all suppliers from a future perspective.

“Significant optimization potential for public procurement”

Sascha Soyk, co-founder and CEO of GovRadar, explains:

“The EU incurs 34 billion euros in annual costs in public sector procurement processes. This figure doesn’t even include a single item actually procured. Automating these processes therefore holds significant optimization potential for public procurement – both on the contracting authority side and on the vendor side.”

Markus Hölzl, business angel in the Baystartup investor network, comments on his reinvestment:

“The Govradar team has exceeded all expectations so far. They have demonstrated how to make public procurement more efficient and faster, and have translated this into actual contracts. Working with the founders is excellent, and the team is developing very well in all areas. That’s why I invested again in the seed round that just closed, in addition to the pre-seed round.”

Lever for more digitalization in the public sector

And Wolfgang Reitzle, chairman of the supervisory board of Continental AG and serial investor, adds:

“The Govradar founders presented the topic to me immediately after the Russian invasion of Ukraine began. Beyond the urgent need to fundamentally improve defense procurement, I see the need for this platform in many other areas – just look at the health authorities during the Corona crisis! We still have so much catching up to do in terms of digitalization in the public sector. In GovRadar, I see a major lever for this and tremendous potential.”
