With EIF German Equity, the Federal Ministry for Economic Affairs and Energy (BMWK) and the European Investment Fund (EIF) are launching a new programme line that expands their existing partnership by an additional €1.6 billion. According to the press release, this should enable Germany to develop excellent innovations into scalable business models and international technology leaders. Technology-oriented startups will receive greater support through equity financing, from the early stage through growth financing to scaling. The fund builds on a proven model that has already significantly advanced numerous German technology companies. Munich-based startups such as Personio and Flix also benefited from EIF-supported funds that provided them with capital for growth and internationalization.
The new programme line is open to all sectors but is particularly aimed at companies in artificial intelligence, data-driven applications, fintech, digitalization, energy and production technologies as well as life sciences. The goal is to accelerate the transfer of innovations from research and development into market-ready business models.
Gitta Connemann, Parliamentary State Secretary at the Federal Ministry for Economic Affairs and Energy, says:
“We invest where the future is created: in young technology companies. (…) We invest side by side with private capital providers and thereby mobilize additional private capital. We strengthen the equity base, provide better access to professional funds and give new fund managers a chance.”
Proven success model with European leverage
Since the start of cooperation in 2004, BMWK and EIF have mobilized over €49 billion in capital across approximately 290 fund investments. This has resulted in more than 6,000 corporate financings. Supported startups include, in addition to Personio and Flix, DeepL, N26, GetYourGuide, Trade Republic and other European growth companies.
As an umbrella fund, EIF German Equity will invest in venture capital and growth funds focused on Germany. Additional capital will flow into European funds when they create clear locational advantages for the German market. EIF stakes are considered a quality signal for private investors and frequently trigger multiples of the public funds – on average five times.

“EIF German Equity demonstrates how European partnership works. Together with Germany, we are further expanding one of Europe’s most successful equity programmes. Access to equity capital is crucial for Europe’s strategic sovereignty – and that is exactly what this mandate is addressing.”
Merete Clausen, Member of EIF Management, adds:
“The expansion of the programme particularly strengthens deep tech, life sciences as well as energy and industrial technologies – areas that are particularly dependent on powerful fund structures and European scaling opportunities.”
Connecting national strengths and European strategy
EIF German Equity is also part of the European innovation strategy TechEU, which links national funding measures with EU-wide growth initiatives such as the European Tech Champions Initiative (ETCI). This creates a coherent financing architecture that supports startups from seed investment through late-stage growth.
For founders, this means: more reliable access to private capital, more active fund managers and better scaling opportunities across national borders. Institutional investors benefit from a strong public anchor that sets ESG and governance standards and mobilizes private capital.
The programme also offers new momentum for the Munich startup ecosystem. The region ranks among Europe’s leading tech hubs, with strengths in AI, mobility, deep tech and life sciences.
