Quantum Systems has once again received a major order from the Federal Republic of Germany for technology to be deployed against increasing Russian drone attacks. Germany plans to fund tens of thousands of interceptor drones for Ukraine. What makes this special is that the drones are not to be manufactured in Germany. Instead of exporting finished systems, Quantum Systems is relying on manufacturing in Ukraine, combining Ukrainian development and frontline experience with German funding and industrial scaling.
The interceptor drones were developed by the Ukrainian team at Quantum WIY Industries. They are designed to protect cities, civilian facilities, and critical infrastructure against attack drones and will be integrated into Quantum Systems’s MOSAIC-UXS software platform. Corresponding interceptor systems are already in operational use.
Merz Announces Billion-Euro Package and Funds for Anti-Jet Drones
Federal Chancellor Friedrich Merz announced the funding during his visit to Kyiv on October 4, 2026. Together with Federal Minister for Economic Affairs Katherina Reiche, he also met with representatives of Quantum Systems there.
The German government estimates the new military support package at around one billion euros. Among other things, it includes funding for the joint production of drones to counter fast Russian jet drones, as well as for standoff weapons, combat drones, and satellite technology. An additional 350 million euros or so are earmarked for Ukrainian energy infrastructure.
The German government has not disclosed an exact quantity for the Quantum-Systems order. Quantum Systems refers to “several tens of thousands” of interceptor drones. A specific contract value for the company has not yet been published either.
In the evening on ARD’s “Bericht aus Berlin,” Chancellor Merz contextualized the support beyond immediate military aid:
“This support is necessary for the overall political stability of Europe. And we Germans should actually have the greatest interest in that.”
In the same interview, the Federal Chancellor referenced the security policy dimension of continued aid to Ukraine.
From a 15,000-Drone Order to Producing Tens of Thousands of Systems
Quantum Systems had already expanded its cooperation with Ukrainian drone manufacturer WIY Drones in early 2026. In March, the company reported an order for 15,000 interceptor drones for the Ukrainian National Guard and an investment in WIY Drones. This was followed in April by the announcement of the Quantum WIY Industries joint venture.
The German order that has now been announced takes this collaboration to a significantly larger industrial scale. The focus is not only on the drone technology itself, but on the capability to manufacture interceptor systems in high volumes and close to where they are deployed.
“Ukraine needs interceptor drones on an industrial scale. By expanding production in Ukraine, we can respond more quickly to the immediate threat while building industrial capacity that will also strengthen Germany and its allies,”
says Sven Kruck, Co-CEO of Quantum Systems.
Part of the background to this is Russia’s increasing use of fast, jet-powered attack drones. In this context, the German federal government explicitly speaks of the joint production of “anti-jet drones” and technical progress that should now enable faster production.
Arx Robotics also expands German-Ukrainian defense tech production
Quantum Systems is not the only company from the Munich startup ecosystem expanding its collaboration with Ukrainian defense tech companies.
Arx Robotics and Ukrainian company Roboneers have also agreed on a strategic partnership for unmanned land systems in Kyiv. According to the companies, the signing took place in the presence of German Chancellor Merz and Ukrainian President Volodymyr Zelenskyy. The companies intend to integrate their systems more closely on a technical level and expand cooperation on unmanned ground vehicles.
