Govradar offers a procurement platform for the public sector that simplifies and accelerates the creation of tender documents and the collection of offers for public clients. The AI-powered software-as-a-service solution enables the creation of tender documents without employees from government agencies or municipalities having to manually create them in complex processes. The Munich-based startup’s solution also aims to ensure that performance descriptions are legally compliant, clear, and unambiguous, so that potential suppliers can submit tailored offers.

Govradar is now launching its AI-powered assistant ‘GovRadar AI’, designed to optimize and digitalize procurement in the public sector. ‘GovRadar AI’ is intended to not only contribute to significant time savings – the startup itself mentions up to 94 percent of time that can be saved by digitizing previously manual processes – but also to work in compliance with procurement regulations. Unlike AI chatbots such as ChatGPT, ‘GovRadar AI’ draws on sources specialized in the public sector to ensure full transparency, data security, and control for users.

Without procurement, we as a country cannot function

Sascha Soyk, founder and CEO of Govradar, says:

“We want to enable the German public sector to procure efficiently and independently, despite staff shortages and shrinking budgets. The topic may sound unglamorous, but without effective procurement, we as a country cannot function.”

Typical users of Govradar include procurement professionals in specialized departments and central procurement offices in municipalities, states, and at the federal level. According to its own information, the Munich-based startup currently has 100 public clients.

“Quality assurance and traceability”

Sascha Soyk explains further:

“AI tools like ChatGPT can write impressive texts. But these are not compliant with procurement law, and you can never rely on them actually telling the truth. During the product development phase, we placed great emphasis on quality assurance and traceability. We don’t want to create a black box with an algorithm that nobody understands or can trace.”

In addition to ‘Govradar AI’, the Munich-based startup is also working on ‘Govradar Tenders’: This will give authorities quick access to knowledge from thousands of tender documents from other public clients.
